Kindergarten Student Abducted From Class By Woman Wearing Burqa-Reward Offered for Abductor

Strange....Woman in her 20's, wearing Muslim style clothing kidnapped young 5yro girl from her school in PA,posing as her mother,the girl was taken to a home w/a man who stripped her&likely sexually assaulted her;she says she escaped and was found in a playground wearing just a t-shirt.

Missing Kindergartner Found in Philadelphia, Reward Offered For Abductor

The 5-year-old had been the subject of an Amber Alert. FOX 29 News is no longer using her name as she may have been the victim of a sexual assault.
At approximately 8:50 a.m. Monday, the 5-year-old was abducted from the William Cullen Bryant Elementary School, located at 6001 Cedar Avenue in Philadelphia, by a female wearing black Muslim-style clothing, police reported.
No one realized the girl had been taken until an after-school care worker went to her classroom to get her around 3 p.m.
The woman – who police said was wearing head garb that covered her face and appeared to be pregnant – claimed to be the child's mom. Surveillance video released Monday night showed the child leaving with the woman.
Detectives from the Philadelphia Police Department's Special Victims Unit held a news conference later on Tuesday morning to update the status of the case.
Capt. John Darby said school officials did some level of trying to screen the woman when she approached a hall monitor. However, the woman then went down to the classroom, said she was taking the child to breakfast and left with her.

Detectives have conducted several interviews in the case, including with the child. They are trying to ascertain, given the condition in which she was found, whether any sexual assault might have occurred.
A FOX 29 camera spotted the girl, her mother and an investigator headed to meet with a forensic investigator late Tuesday morning.
But police say that so far they believe the abductor to be a stranger to the child, and that woman's identity is unknown at this time.
The local Fraternal of Police is offering a $5,000 reward for capture of the kidnapper. That's in addition to $10,000 reward that was being offered by the mayor's office.

WTH? Supposedly there was a substitute teacher the day she went missing, but the school should have asked for identification and had the child picked up through the office... reports:
When a woman calling herself “Tiffany” took a 5-year-old girl from a West Philadelphia School, protocol failed several times, a spokesman said Tuesday.
The unidentified woman, who was dressed in a black burqua, did enter Bryant Elementary school through the main doors and sign in with an aide stationed at a desk just inside the entrance, said Fernando Gallard, Philadelphia School District spokesman.
But visitors must then proceed to the main office, and instead, the woman asked for directions to the kindergarten classroom of Nailla Robinson, and went directly to the little girl’s room.
The woman approached the girl’s substitute teacher and said she was there to take Nailla.  The teacher released Nailla to the woman.
That’s another breach, Gallard said.
“At no time should a child be released in a classroom,” he said.
Instead, a parent or authorized person is supposed to request a child be released in the main office, and present government-issued identification proving their identity.  School staff must then check the child’s file to see if the person asking for the child is permitted to pick them up.
If an authorized person is asking to pick the child up, a staffer would call up to the classroom and have the child escorted to the office.  The child would then be released in front of an administrator.

Nailla Robinson arrived at her home in South Philadelphia Tuesday afternoon, nearly 30 hours after she was abducted from her school in West Philadelphia Monday morning.
Nailla's mother, Latifah Abdur-Rashid, carried the 5-year-old without comment into her house on South 4th Street about 2:15 p.m.
"She's traumatized," said her grandfather, Asim Abdur-Rashid, who said the family has no idea who would have abducted her from W.C. Bryant Elementary School Monday morning.

He was on his way to work walking (I think he said) to the station...(bus, train?) and he heard her calling for help. He was on the other side of the street, and crossed over due to hearing her. He saw her under the slide thing and told her to come over...he picked her up and over the gate and she had on an adult t-shirt that came to her ankles and it was wet. She had no shoes on. Was shivering and saying she was cold. He put his jacket over her and called 911. Relayed her name to 911 operator when she asked for it and stayed there until LE came.
Said she was shivering and just kept saying she was cold. Also told him she was from South Philly and he knew there was no way she got to the park on her own from there. LE that was at the PC said that they all believe she was placed in the park and left there.
Nelson also has 2 children - one who is a daughter who is 5 - and said he just did what he would want anyone to do for his daughter if anything ever happened to her. She just reminded him of his daughter and he wanted to make sure she was ok.
Chitwood said he asked the Good Samaritan if the girl seemed injured and the man told him it looked like the young girl had cuts on her lip.
Chitwood says in addition to the female suspect, investigators believe a male suspect may also be involved. Chitwood say the young girl told investigators she remembers getting into a car with the female suspect and then going to a home where a male suspect was staying.
Chitwood also said the victim told investigators she escaped from her abductors.

Nailla's family told NBC10 that surveillance video shows that a woman who appeared to be pregnant, wearing Muslim garb and going by the name "Tiffany" told school officials that she needed to take her daughter to breakfast. Then "Tiffany" signed Nailla out of school and walked away with her, according to the family.
"In the surveillance camera that the school has that I watched, she's dressed in traditional over-garment and Niqab," said Abdur-Rashid. "She has her face covered and only her eyes showing. She's wearing gloves. She's wearing all black. She has something white on her arm and she has a long black umbrella. The surveillance camera shows them walking through the hallway to get to the door. The next camera picks up and she's putting her umbrella up. Then they disappear."

Whoever did this must have known the girl for her to go willingly with someone dressed like that...does her mom normally wear a niqab?? If not, why would the little girl willingly go with someone dressed like that?? It would freak me out if someone came to pick my child up wearing that since we don't dress that way nor know anyone who dresses like that. Also, why wouldn't the school have asked for photo id and asked to see the woman by having her reveal her face? You can't be expected to properly ID someone wearing a niqab, which only reveals the eyes. Hopefully the abductors are found and prosecuted for their crimes, and hopefully law enforcement is able to fill in some of the blanks that make this case seem mysterious considering the child went willingly with someone claiming to be her mom dressed like this.

I would think the school will be charged or sued for releasing the little girl to someone who was not authorized to pick her up as well.
